Handgun Registration Process

Handgun Purchased with Purchase Permit

  1. After purchasing your handgun, you must take the Permit to Purchase to the Sheriff's Office within 10 days of purchase. If you fail to return the Permit to Purchase within 10 days of purchase, you may receive a civil infraction ticket, with a fine up to $250. You are no longer required to bring the handgun with you. You may register your handgun in several ways.
    1. Hand carry the "Agency Copy" and "Registry Copy" to the Sheriff's Office that issued the Purchase Permit. You may do this at any time, as you no longer have to bring the handgun in to be inspected. The Sheriff's Office is open 24 hours a day and 7 days a week. If you bring the "Purchaser Copy" as well, we will date stamp that copy as your proof that it was returned within the 10 day time limit.
    2. Within 10 days of purchase, you may mail the Agency Copy and the MSP Copy of the Purchase Permit to us by U.S. Postal Service First Class mail. However, this process does not give you any proof of registration. It is recommended that you mail the Permit to Purchase with "Return Receipt Requested". In that way, you have proof of when the Permits to Purchase was mailed. Our address is:

  2. You must possess the "Purchaser's Copy" of the Permit to Purchase for 30 days after purchase. As it may take more time to actually register the handgun to you after purchase, this is required to ensure that you have proof of ownership of the handgun while it is in the registration process. It is recommended that you make a photocopy of the Purchaser's Copy and retain it with the handgun for at least 6 months.

Handguns Purchased with Concealed Pistol License (CPL)

Individuals who have been issued a valid Concealed Pistol License (CPL) do not have to obtain a Purchase Permit before purchasing a handgun. They are required to use a "RI-60 Pistol Sale Record" to record the handgun purchase. The "RI-60 Pistol Sale Record" may be obtained from the Otsego County Sheriff's Office and many firearms dealers. You may also download a copy of the RI-60 Pistol Sale Record (PDF).
